VAT and International Trade: A Heatmap Approach

This presentation introduces the International VAT Heatmap, an analytical framework developed in the context of the book VAT and International Trade.

The heatmap identifies and categorizes the key VAT friction points that arise in cross-border trade — covering both goods and services — by reference to the main variables that determine VAT treatment: the place of supply rules, the status of the parties involved, the nature of the transaction, and the applicable compliance obligations in each jurisdiction.

The session will examine how divergences between VAT systems — particularly between jurisdictions that follow the EU model and those with standalone frameworks, create asymmetries that affect the structuring of international trade flows, the recovery of input tax, and the management of customs and VAT at the border.

The presentation is aimed at tax practitioners, in-house counsel, and trade professionals who deal with VAT in an international context on a daily basis, who need to assess and compare VAT exposure across jurisdictions and who require a structured and reliable reference work — such as VAT and International Trade — to support their advisory and compliance work.
